User report that assignment applications were not properly coming up in fcc.today.
REC report: Check of eLMS indicates that assignment applications are not parsing.
Cause
(root cause) FCC issue related to change: Former URL (with .html) discontinued.
FCC known issue: LMS overall performance.

eLMSprod: Updated URLs for assignments.
eLMSrelay: Updated URL for assignments function.
myLPFM: Updated URL for user link.
draft: Update URL for user link and redirect.
Appears to be OK in fccdata, CDBS, toybox/pending
We also note that LMS has been having ongoing performance issues which is causing long delays, timeouts (503) for system parsing and application data delayed for users. This is a contributing factor to the root cause.

Unable TOK: myLPFM due to new issue 1.
We will need to follow up to identify the assignment applications that lack full eLMS data. Once identified, attempt a mass-run to rerun them through eLMS.
