[Translator Reform] Window: Can an NCE applicant that filed 18 applications in the reserved band filing window also be able to file up to 70 applications in a subsequent non-reserved band filing window?

Yes. The applications filed in the reserved-band window will not "follow" the station to a subsequent window for the purposes of the application cap. Any applications from a previous window that are still pending at the time of the subsequent window must be counted as pending applications for the second tie breaker question.
