Unfortunately, you cannot. This filing window is for FM translators, not for new stations. An FM translator is a "relay" station that rebroadcasts an already authorized FM or AM noncommercial educational (including LPFM) station.
FM translators must rebroadcast the exact programming of another broadcast station. For full-service FM stations, this includes rebroadcasting the HD stream (HD2, HD3, HD4) of an existing station that is running HD Radio. LPFMs are only permitted to rebroadcast their primary analog/HD1 programming.
With a very slim exception for Class D AM broadcast stations that do not operate at night, an FM translator cannot be used to originate its own programming.
Full service NCE FM stations had a filing window for new stations in 2021, LPFM had one in 2023. It may be quite a few years until another filing window opens for noncommercial stations that can originate programming.
