This is only allowed in two situations:
- The translator is operating as a fill-in service (the 60 dBu service contour of the translator is entirely within the 60 dBu service contour of the full-service NCE FM station that it is rebroadcasting).
- The translator is licensed to the same licensee as the full-service NCE station being rebroadcast and both the full-service station and the FM translator are in the 88.1~91.9 reserved band.
In all other situations (including FM translators commonly-owned by LPFM licensees) must be able to receive their programming directly over the air from the primary station or from another translator carrying the primary station's programming. Many translators use directional receive-only antennas to receive the primary station.
