DIRS Status Reporting

Deployed a new internal application within REC that would be used to enter in information about a natural disaster (such as a hurricane) and to indicate the status of the FCC's Disaster Information Reporting System (DIRS) at the county/FIPS level. 

Modified the REC Disaster Information Page (recnet.com/disaster) from being a static page to including dynamic content including:

• Details on counties in which DIRS has been activated.
• Displaying information about the weather event on the page.
• During a DIRS activation, showing the call letters of LPFM stations that are in the activated area.
• During a DIRS activation, displaying current EAS, WEA and non-EAS alerts received from IPAWS-OPEN for the FIPS codes that are in the activated area. 

The FCC.today dashboard has been updated to include a warning message at the top of the screen whenever DIRS is activated.
