FCCdata: application history on mobile

REPORT:

FCCdata: Application history for US FCC facilities appearing on desktop but not on mobile. 

ROOT CAUSE:

Application history uses a service code based on the service (FM, AM, TV, etc.).  In the eLMS environment, the application history tables were split into the different services (as opposed to the CDBS and LMS application file that covers all services in a single table).  The code to display application history, post eLMS was looking for the service code based on the one that we would use to call the FCC public file API for station logos.  Since station logos are not displayed in the mobile version, the system never got to the point to get the defined service code.  

REPAIR:

The code was modified to determine the service type for logos (and apparently the post eLMS service code) without requiring that the browser be desktop.  The functionality to display the actual station logos will remain desktop only, but this fix now makes the Application History appear again for mobile devices.
