FCCdata: Mapping display issues resolved

ISSUE

Received reports that the Advanced Coverage Map in FCCdata was not displaying contours. 

ROOT CAUSE

Issues with the REC interface with the FCC legacy height above average terrain (HAAT) calculator.

RESOLUTION

Created a new subroutine that emulates the call to the legacy tool in code, but instead makes the call to the FCC Contours API.  The legacy call was used in several mapping routines in FCCdata including those not originally identified in trouble reports.  We have converted all of these mapping routines to use the FCC API as opposed to using the legacy tool.
