"Point stacking" was an identified behavior that took place in the 2013 LPFM window where applicants took advantage of §73.872(c)(1)(iii) and had multiple applicants file during the window and then at the time of the negotiation of time share groups, those groups would come together and form a time share proposal by providing a large number of hours to one group while proposing 10 to 12 hours per week to the other time share proponents.  The intent can be perceived to inflate the score to give the group the advantage.  We saw this behavior play out in Los Angeles, Phialdelphia and Boston.  In the Philadelphia and Boston cases, co-located facilities were proposed and in the Los Angeles case, the non-dominant organizations were proposed on sites where there was obviously no site assurance.  

To prevent point stacking in the next LPFM window, REC counterproposed a Viable Time Share concept that would increase the number of minimum hours required for a time share proponent.
