REC operational status (April 18, 2:45 PM EDT) - REC will be in minimal operations from Saturday, April 13 through Sunday, April 21, 2023 due to the NABSHOW in Las Vegas. (Recovery was further delayed due to airline issues) During this time, we will have no phone support, minimal opportunities to respond to emails and limited systems access. Priority will be provided for REC-handled LPFM window applicants, REC clients with filing deadlines and natural disaster related emergencies. Thank you for your patience.

REC History - 2011

With the passage of the Local Community Radio Act of 2010 (LCRA) fresh on our minds, REC broadcast operations were in full steam after a few years of “simmering”. As a part of the implementation of LCRA and a need to fairly distribute LPFM and pending Auction 83 (Great Translator Invasion) translators based on community need, REC introduces a proposal to the FCC called “2x70” which called for the dismissal of translator applications that if granted, would prevent at the availability of two LPFM channels within 70% of the translator’s proposed service contour. REC would later team up with Prometheus Radio Project and Common Frequency to jointly support an alternative plan to the FCC’s proposed market-based “channel floors” proposal.

REC statement regarding withdrawal of AT&T and T-Mobile Merger

REC Networks is pleased to hear the news today that AT&T and Deutsche Telekom have announced that they will no longer be pursuing the proposed merger of AT&T with T-Mobile.

REC was one of a few dozen entities who filed a formal Petition to Deny with the Federal Communications Commission to oppose this merger. In our filing, we pointed out that the merger would create a single Global System for Mobile (GSM) provider which would eliminate handset portability between competing providers. It would have also created a "captive audience" environment for foreign travelers visiting the United States with GSM handsets from their home countries this creating only one possible rate for international roaming services.

LPFM Search Tool: 2011.12.13 release

REC Networks has released a new version of the LPFM Search Tool for the PC only. The mobile-friendly version will be updated at a later time.

SECOND ADJACENT CHANNEL WAIVER PART II

As a result of multiple requests for this functionality, REC has added second adjacent channel waiver functionality to all results, even those that have available channels not needing a second adjacent channel waiver.

REC Facility Move Update

We have arrived at REC East safely. We estimate that services impacted during the Facility Move will be restored in the evening on November 14 or during the day on November 15, 2011.

We believe that the network connection here will be stable and we should hopefully have less ongoing downtime due to ISP issues than we had in Prescott Valley at REC West.

REC East is located in Mardela Springs, MD just west of Salisbury on Maryland's eastern shore.

Random Access Thinker, Bill Baran, N2FNH, SK

REC has received word that Bill Baran, amateur call sign N2FNH had passed away on Sunday, October 30, 2011. Baran had a regular segment on the on-air amateur radio bulletin service "This Week in Amateur Radio" and the broadcast version "This Week in Amateur Radio International" called "The Random Access Thought". These short segments included subject matter that was loosely related to amateur radio and featured sound effects and sound bites that added a lighter touch to what are normally very serious amateur radio bulletins. TWIAR and TWIAR International were featured on former REC audio services W0KIE West and Hardcore XTRA.

REC statement regarding recent enforcement action against Pirate Cat Radio

While REC policy regarding "pirate radio" is to take a position of being sympathetic but not endorsing the engagement of unlicensed broadcasting, we are deeply concerned though about the reasons leading up to this specific forfeiture. If this forfeiture is permitted to stand, it will set a bad precedence against webcasters.

We take issue with the statement made in the Forfeiture Order that was written by Rebecca Dortch, Western Regional Director, Enforcement Bureau:

S. 978 stifles creativity and slams the door on our future talent, parodists and world culture.

Currently under consideration in the Senate is S. 978. This is legislation that is directed to prevent the unauthorized streaming of copyrighted works. The primary targets of this legislation are underground streaming services that offer US television network programming and sports to a global audience for a fee. Normally, this type of network programming that we enjoy on services like Hulu are not available outside the United States due to licensing agreements and market exclusivity in these foreign markets.

Preliminary advisory of REC Facility Move and systems outage..

REC Networks is anticipating a move of network infrastructure from REC West in Arizona to REC East in Maryland.

As a result, we anticipate an interrupted service period in the two week period between November 5 and November 20, 2011. We do not anticipate that the interruption will take the entire period.

During the interrupted service period:
- REC Broadcast Services (cdbs.recnet.com) will be offline.
- FMFIND.info will be offline.
- Individual consultation will not be available.
- J1 Radio will be operating in basic mode. (Scheduled programs, travel, weather and earthquake early warning will not be available)
- J1 Radio live playlist (Twitter) services will not be available.
