Broadcast Incubator Reply Comment Deadline

The FCC has proposed a "broadcast incubator" program where existing broadcasters who provide financial, technical or management assistance to new and aspiring broadcasters will be rewarded with additional waivers of the broadcast ownership rules. REC opposes this proposal as it does nothing to truly increase opportunities for diversity in ownership.
